This department ensures acquisition, registration, management, maintenance and repairs of immovables and other property owned by the city unless someone else has been expressly put in charge of these activities. It assesses the use of the current property owned by the city, proposes changes in its use, sales, exchanges, proposes acquisitions of other property through purchases or other forms of transfer. It presents approved or required viewpoints of the city as the owner unless another department has been expressly put in charge of this activity. It plans investment construction, prepares investments, ensures their completion including permanent construction or other supervision. It represents the city in the course of legal acts involving building authorities in any matters implemented by the department, in particular in proposals to issue an urban planning decision, applications for a building permit, applications for an occupancy permit after the construction has been completed, applications to permit an exception from general technical requirements. It receives subsidies from public funds for investments ensured by the department if the approval of the act by the City Assembly, considering the proposed date of its next meeting might result in an imminent delay. The relevant deputy of the Mayor shall decide on fulfilment of the condition from the previous sentence; the City Assembly shall be presented an informative report at its next meeting that such a subsidy has been received.

It ensures energy audits of the buildings in its management. It participates in the creation of a draft of the city housing policy and ensures its implementation. It is in charge of decision-making with respect to rent paid for flats and non-residential premises, and any related acts. It ensures management of the stock of flats owned by the city, sales of a defined part of such a stock of flats, and proposes conceptual plans and measures.

It ensures the process of assigning public contracts. 

Division of Investments and Technical Management

This department ensures preparation and implementation of investments and repairs, ensures management and insurance of all property owned by the city, unless otherwise provided.

Division for Management of Residential Blocks of Flats and Non-Residential Premises

This department manages the stock of flats owned by the city, buildings with accommodation facilities and non-residential premises in residential buildings within the city ownership. It proposes drafts of the city housing policy, principles for flats management, and participates in their implementation in a defined manner, ensures satisfaction of residential needs for a specified part of the city’s population within the defined principles.

Division of Land and Transfer of Real Estate

This department ensures registration and administrative management of all land property owned by the city and ensures any and all legal acts in connection with immovable property unless someone else has been put in charge of these activities.

Division of Economics

This department prepares data and information necessary for compiling the budget, evaluates economic analyses of cost and income parts of the budget in the main and business activities, monitors the relationship between the approved budget and concluded contracts and orders with respect to individual job orders, and is responsible for the invoicing and payment relationships connected with the department’s activities.
