• constitute the city budget and approve amendments
• purchase or sell property
• establish municipal police
• establish public corporations
• etc.
Municipal elections
4-year term, proportional system
Legal requirements for the first (constitutive) session of the assembly
• electing the mayor and his/her deputies
• electing the other members of the city council
• electing members of supervisory committee and financial committee
Some other legal obligations for the assembly sessions
• convene a session at least once every three months
• assembly may adopt (approve) resolutions or make other decisions only by an absolute majority of all members, i.e. 20 votes in Pardubice
• meetings must be open to the public
