Sežana is located near the border with Italy in the beautiful Karst region, approximately 100 km from Ljubljana. An ancient settlement founded with the arrival of the Romans, which has been mentioned in written documents since 1085, it is today the administrative and political centre of the region with about 6,000 inhabitants. The Slovenian ambassador to the Czech Republic was at the origin of Pardubice's friendship with Sežana when he came to Pardubice with representatives of Sežana and also Lipica, which is part of it. The stud farm in Lipica, founded in 1850, is the second oldest in the world after the one in Kladruby.

Horses were also the primary main link between the two cities. It remains so, but there is also promising cooperation in the fields of culture and business.
